Suffix updates

Updated the following scripts:

• build_wheels.py: Added package name and package version variables inside the container so wheels can be checked at the appropriate location at cos.
• post_process_wheel.py: Updated to include the above changes, along with an update to the CI suffix logic to skip adding the suffix to initially generated wheels.
