Android workflows cannot currently adopt this action on Windows, and changing only their SDK package list can keep restoring an outdated immutable cache. Add Windows x64 support through Git Bash, including native paths for subsequent PowerShell steps, and include packages, SDK path, and download source in the cache identity.

Refresh the launcher on persistent runners and honor no-metrics during bootstrap and summary as well as package installation. Limit push CI to main to avoid duplicate branch/PR runs. Add an integration job on the existing [self-hosted, windows, x64] runner; external fork PRs do not execute on that runner.

Validation: four local regression tests pass, actionlint passes, and all composite Bash steps pass ShellCheck. CI covers the existing Linux/macOS matrix plus Windows package installation, paths containing spaces, PowerShell tool access, and default-path CLI-only setup. Windows emulator support is outside this change.
