Remove GitHub-hosted runner usage from the legacy Android action while its remaining consumers migrate. Run checks and maintenance on Tart, with SDK compatibility tests on our own macOS ARM64, Linux x64, and Windows x64 pools.
Keep all 17 SDK versions; replace the six hosted OS images with three native self-hosted platforms (51 SDK jobs instead of 102). Restrict push CI to main so branch pushes do not duplicate PR CI. External fork PRs do not run source code on the private pools. The already-disabled sample workflow remains disabled, but its runner definitions no longer reference hosted images.
Validation: actionlint passes with the existing constant-false disabled-job condition excluded and ShellCheck disabled for the legacy scripts; git diff --check passes. CI will exercise every SDK version on the self-hosted platforms.
The initial clean Tart run exposed that the obsolete SDK
toolspackage is no longer available from Google. The compatibility test now explicitly requestsplatform-tools, while retaining all command-line tools versions and sdkmanager execution. The public action's default inputs are unchanged.
