gh-62172: Document formatannotation(), formatannotationrelativeto(), and getlineno() in inspect

Part of gh-62172 (documenting undocumented functions in the inspect module).

Continues the pattern from gh-153624, gh-153628, and gh-154534: documents formatannotation(), formatannotationrelativeto(), and getlineno(), which were previously missing from Doc/library/inspect.rst.

This is the last batch for gh-62172 — no further undocumented public functions remain in inspect.
