…full Concepts and surahs drop the leading article in their display name; people and works keep it, as Al- when it opens the name and al- anywhere else. Rules 030 and 031 now say so. The registries already followed this split. The riwayahs of Ishaq and Idris named their qari Khalaf, which is also a rawi of Hamzah. Their display, transliteration and Arabic names now say Khalaf al-Ashir, matching their codes.
Rule 031 and its decision record now cover concepts, people and works only. The surahs registry keeps its own display convention and its comment as it was.

What changes
The article in display names (rules 030 and 031). The standard showed the article only in code names. The registries already followed one split, but nothing stated it:
Fathah.Al-Bazzi,Al-Shatibiyyah.Al-when it is the first word of a display name,al-anywhere else. Always hyphenated, never assimilated (Asbab al-Nuzul, notAsbab an-Nuzul).transliterationkeeps the lowercase scholarlyal-everywhere. Running prose uses lowercaseal-and capitalises it only at the start of a sentence (writing-style guides, both languages).Khalaf al-Ashir named in full.
ishaq_an_khalaf_al_ashirandidris_an_khalaf_al_ashirnamed their qariKhalaf. Khalaf is also a rawi of Hamzah (khalaf_an_hamzah). Their names now match their codes:Idris changes the same way. The codes don't change, and
ishaq_an_khalaf/idris_an_khalafstill resolve.Prose fix. A sentence in
sajdah.tsvstarted with lowercaseal-Itqan's.Both decisions are recorded in
decisions.md(Arabic and English) as settled on 2026-10-05.Scan
Every registry, concept and prose file was checked for a capital
Al-mid-name,Alwithout a hyphen, assimilated forms (ad-,ash-,an-…) and lowercaseal-at the start of a display name. None remain.Checks
python3 tools/build.py(17 steps) andpytest(173 tests) pass, and a second build changes nothing.
