test: process submitpackage after generate leaves IBD - #506

esplora_broadcast keeps serving-only refuse on a stale tip, then generate latches IBD false and enables relay. Pin maxfeerate reject, 1p1c success, already-in-mempool continue, and process mempool graph RPC on the Esplora package. Extra pad coinbase is still height 4 at tip 103.
