Adds a cookie consent banner to the docs, matching restate.dev.
Consent is shared through the cc_cookie cookie on .restate.dev so a visitor who answers on one site isn't prompted again on the other. Common Room is gated behind analytics consent. GTM and Matomo load cookieless until consent is given.
