Before merging, this PR requires us to update ENV vars in Netlify as well as updating the Porkbun DNS settings to enable Resend

This PR:

• Adds Resend-powered emails
• Adds daily notifications of pending events to approvers (daily to avoid email spam to people)
• Adds email verification of users
• Adds approver vs admin roles
• Allows admin roles to manage other users, including banning them
• Disables email requirements for local development
