The ticket half of the site: a filterable list at / (query params mirror `ti list`'s flags), a detail page at /t/<id> with fields, description, spec and comments, and /tickets.json emitting the same schema-stable JSON as `ti list --json`. Adds the per-request Page context and the chrome helpers (filter chips, hidden inputs, tag colours) the pages share.
