shellcheck 0.10.0 via apt (tools/install-tools.sh). validate.sh now reports PASS for the lint pass on every tracked shell file.

shellcheck 0.10.0 installed via apt (tools/install-tools.sh). Local
tools/validate.shlint pass now reports PASS over all 21 tracked shell files, not SKIP. docs/fleet.md toolchain note updated; TASK-20 marked Done.
