Release 0.6.13 with portable PyPI links

Why

PyPI 0.6.12 renders repository-relative README links outside the repository, so documentation and image targets resolve to 404 pages. Published artifacts are immutable; this patch prepares 0.6.13 without republishing 0.6.12.

What changed

• replace package-description links and images with stable GitHub/raw absolute URLs while preserving the GitHub README experience
• inspect the actual wheel METADATA and sdist PKG-INFO for relative or malformed Markdown/HTML targets during release
• assert rendered launch copy has no unresolved named placeholders
• align package, CLI, generated browser metadata, corpus reports, lockfile, and changelog on 0.6.13
• retain the exact-tag/exact-SHA release handoff merged in Fix automated release workflow handoff #63
