Replaces the unavailable released Sigil plugin CLI with an audited compatibility packer. CI pins wasm-tools, checkout, and checksum-verified zstd 1.5.7 source; builds twice; and proves canonical byte determinism. Local P3 Sigil validation and exact byte-equality are recorded in bn-3hcn.
