Adds an authority-free net-policy host interface that returns only the frozen TLS mode for an already granted logical endpoint. It reuses net.error, reveals no route, SNI, roots, or DNS, and leaves the existing net interface byte-identical. This is an additive SDK contract needed by the unpublished MySQL SingleStore compatibility candidate; it does not publish a plugin release.
