Adds the reviewed additive sigil:sql/driver@0.2.0 contract for typed values, positional rows, row-only query, command-only exec metadata, and stateful sessions. Frozen 0.1 contract bytes are digest-gated and unchanged. Caller row/result limits can only lower fixed/operator ceilings; caller timeout knobs are deliberately deferred because net@1 cannot enforce them without a clock.\n\nValidation: just check passed.
