Adds the additive
sigil:host/sigv4@1.1.0contract from D018 while preserving host 1.0 byte-for-byte.The ABI accepts only an opaque signing grant plus bounded canonical request fields, permits GET/HEAD only, returns a read/close-only response, and exposes no route, authority, credential identity/value, timestamp, signature, body writer, or string-bearing errors.
Independent review: Seal cr-2hvu47 approved exact commit 705e8db with no findings.
