Adds a platform changelog entry for the three Caller ID Name endpoints (request, get, clear) under /api/relay/rest/phone_numbers/{id}/cnam.
Dated 2026-09-03 (today) as a placeholder — rename the file to the date the endpoints reached customers if different.
