Each directory pins one PHP version (7.4/, 8.4-ci/, …), so Renovate should never bump the php base tag across versions.

Since 02cba7e the Dockerfile rule only disabled minor updates (8.4 → 8.5), which let major ones through (7.4 → 8.5, 5.6 → 8.5), e.g. #61. This restores major alongside minor.

Renovate should autoclose #61 on its next run after this is merged.

Each directory pins one PHP version, so a 7.4 -> 8.5 bump (classified
as major) is as wrong as 8.4 -> 8.5 (minor). Since 02cba7e only minor
updates were disabled, which let major ones like #61 through.
