Release Prep 工作流（workflow_dispatch: 0.8.16）生成了版本号、锁文件与 CHANGELOG 占位节；工作流的 gh pr create 步按仓库设置必然失败，本 PR 由人工补开。

本次收口 [Unreleased] 到 [0.8.16] - 2026-10-12（六个 PR：#414 / #415 / #416 / #413 / #412 / #417），并把工作流插的占位节按仓库惯例重排成「一个版本一块」：

• ⚠️ 行为变更：dreamMaxMergePerRun 新增默认 40、dreamMaxTokens 维持 131072 并补实测依据（[Bug] autoDream 长期不可用：两处独立缺陷 ——「模型回填 8 位 id 前缀 vs 校验器 36 位整串匹配」与「默认档位+预算让思考型模型返回空体」 #135）
• 🐛 修复：归档净增速率改用精确 archived_at（[Feature] 存储生命周期：归档区出口 + 审计表保留（容量治理议题） #275 第二批）、回收的两个 HTTP 入口收口（[Bug] standalone /maintenance/reclaim 与面板路由同源的两处形态：窗口无上界 + 确认门的报告未兜错 #411）、面板对比度达标 WCAG AA（[Feature] 面板无障碍批次一：aria-live / 焦点管理 / 逐项标注 / 图表摘要 #178）
• 🧹 工程：benchmark 诚实性纪律写进 CONTRIBUTING（docs(contributing): 新增 benchmark 诚实性纪律（中英双语） #414）

合并后：npm 发布须由维护者手动跑（2FA），再推 v0.8.16 tag 触发 Release 工作流。
