feat: add hex string to uint64 conversion support

Fixes #334

Summary

• Added support for parsing hexadecimal strings into uint64/uint types.
• Added comprehensive unit tests covering hex formats with and without 0x prefixes and invalid values.

Verified via container sandbox test suite.
