Every Release run on next since 545fcee (Changesets 3) failed, so the Version Packages PR (#148) stopped updating and drifted into conflicts.

• changesets/action@v1 reads .changeset/pre/ as a legacy changeset folder: ENOENT .changeset/pre/changes.md. Moved to changesets/action@v2.1.2, which reads the v3 layout (inputs and outputs renamed; token passed via github-token).
• changeset version then failed formatting CHANGELOGs with oxfmt when nested under pnpm run. Set format: false; CHANGELOGs aren't format-checked.

Verified locally: GITHUB_TOKEN=… pnpm run version bumps @statelyai/agent to 2.0.0-alpha.29 and exits 0. Once this merges, the Release run regenerates #148 from next.
