Description
Add Tavily as an opt-in search backend with official SDK attribution for Open Monitor. Tavily results are normalized into bounded multi-source context for the coder, while existing Bing, Google, and DuckDuckGo browser flows remain unchanged. Add configuration, UI/API exposure, setup documentation, and focused provider tests.
