Caller pins are current when reusable workflow files and shared script sources have the same Git blob identities and file modes as master. The settings report lists changed shared files and reports unknown or unreachable pins as errors while preserving its non-blocking observation contract.
Validation:
Scripts/checkpassed all 65 tests, generated-workflow checks, actionlint and whitespace checks. Regression coverage includes documentation-only changes, changed workflows/scripts, missing files, unknown/unreachable pins and truncated tree responses. A live scan reports no drift across 17 repositories and 56 callers.
