Pin every shared policy, validation and publication caller to reviewed shared master
43cc21f34684e47903762f6eb616c545b003c5ea, including the collector and recollected-baseline cache changes. Existing required check names and validation coverage are preserved.Validation: declared local checks and workflow lint passed. The shared implementation was exercised by the hosted pinned consumer and cache miss/hit study linked from swift-library/.github#35.
