Upgrades effect and the @effect/* family to 4.1.0 and @effect/tsgo to 0.63.0.

• pnpm-workspace.yaml: catalog bumps; effect and @effect/* added to minimumReleaseAgeExclude; overrides map @effect/tsgo and @effect/opentelemetry to the catalog so the core tarballs' ^0.51.1 / ^4.0.5 ranges do not keep a second copy (core flake pin unchanged).
• oxlint 1.87 to 1.90, @oxlint/plugins 1.87 to 1.90, oxlint-tsgolint 7.0.2003 to 7.0.2005: @effect/tsgo 0.63.0 refuses 1.87 and 7.0.2003.
• effect/Crypto is gone in 4.1.0: sources, tests, examples and READMEs now use effect/crypto/SecureRandom (uuidV4, randomBytes); NodeServices no longer carries crypto, so Node composition roots add NodeCrypto.layerSecureRandom.
• dprint reformatting of touched lines.

Local: pnpm check:ci green. pnpm why effect shows only 4.1.0.
