Feat/tap 12848 alarm receiver - #637

Add a receiver selector on the task alarm tab and a three-mode batch dialog. An empty saved list stays custom instead of falling back to the system default. Deleting a user or group shows the alarm impact, and the operation log renders receiver changes.
Show receiver chips, group membership, and batch actions as in the design, and explain when the system default recipient list is empty.
