Define one cross-cutting story that restores exact Poppler and Binaryen CI toolchains without changing product output or rendering baselines. Tests, not applicable Harness, unchanged
Build the reviewed Poppler oracle from checksum-pinned source in every consuming CI job and accept the official Binaryen 125 identity. Streaming resource bounds and behavioral workflow regressions keep the external toolchain fail-closed. Tests, full verify plus 43 workflow tests and clean microscope pass 3 Harness, unchanged at 28 entries
Pin uv and isolate its cache in Test and MSRV, and give their corpus-heavy Rust tests an explicit stack budget. Tests, 44 workflow regressions and rpptx 19 unit plus 86 integration tests passed, with 7 expected ignored. Migration, none

Temporary hosted-CI validation PR for F-X012.\n\nThis fixes the five recurring merge-CI failures by building checksum-pinned Poppler 26.01.0 for every consumer and accepting the official Binaryen 125 Linux identity. The installer uses streaming resource bounds, refuses populated prefixes, and verifies all three runtime tools.\n\nLocal evidence: full verification passed, hash harness 28/28 unchanged, and microscope pass 3 reported 0 defects, 0 smells, 0 nitpicks.\n\nDo not merge this draft PR.
