Adds HiFi NNLib optimized int8/int16 implementations for concatenation, depth_to_space, space_to_batch_nd, batch_to_space_nd, transpose, and slice. Each shares a filename with its reference kernel and is auto-substituted by specialize_files.py, so no xtensa.inc changes are required.
