Adds a HiFi5 NNLib-optimized xtensa resize_nearest_neighbor kernel (int8 and int16) using xa_nn_resize_nearest_neighbour_8_8/_16_16. Auto-substitutes the reference kernel by filename. Depends on the NNLib 09_03_2026 release (PR#3703) for the _16_16 API.
