Release PR

Prepares 0.11.0 for release from the canonical candidate in
build.gradle.kts. The release version, generated changelog, and synchronized
consumer documentation are included in this human-reviewed PR.

Merging this PR triggers the release gates and creates the v0.11.0 tag.
Publishing to Maven Central requires approval through the release environment.

1. The Release Publish workflow reruns required quality and artifact gates on the merge commit.
2. After the gates pass, that reviewed merge commit is tagged v0.11.0.
3. Artifacts are built, signed, and deployed to Central Portal. (requires approval)
4. After approval, the bundle is published to Maven Central.
5. A separate PR advances the development version and documentation to the next -SNAPSHOT.
