Releases published to Maven Central had no GitHub release. I created
v0.10.0by hand with the command below. This PR makes later releases create it automatically.version-bump.sh release-notes <version>prints oneCHANGELOG.mdsection without its heading. If the section is missing, the command fails.version-bump-test.shcovers both cases.release-publish.ymlhas a newgithub-releasejob. It runs after a successfuldeployand creates the release for the tag, or updates it on a rerun.docs/ci.mdand ADR-0004 describe the new job.
