feat: add Chroma sample as a vector store - #630

The local RAG sample with Chroma as the vector store, through CommunityToolkit.VectorData.Chroma, a Microsoft.Extensions.VectorData provider for Chroma.

What changed in this PR
Adds a Chroma-backed retrieval-augmented generation sample using the existing LocalRAG workflow.
Changes:
- Uses Chroma for document storage and retrieval while retaining Ollama models.
- Adds the sample project and registers it in the solution.
