Static Terms of Service page renders raw ${...} placeholders to users #184

Problem

The static Terms of Service page is shown to users with unsubstituted template variables:

https://lindat.mff.cuni.cz/repository/static/terms-of-service

The first paragraph reads literally:

Welcome to ${dspace.name}. This repository service is provided to you by ${lr.description.institution}, located at ${lr.description.location} … governed by the laws of ${lr.description.country}.

Five placeholders appear on the page: ${dspace.name}, ${lr.description.institution}, ${lr.description.location}, ${lr.description.city}, ${lr.description.country}.
