Adds the configurable !ask plugin with Wikipedia-first and DuckDuckGo fallback answers, optional AI rewriting through OpenRouter/OpenAI/Gemini/Ollama, compact one-message output, source links, cooldowns, tests, and documentation.
The default remains keyless and source-only with provider: none and ai_rewrite: false.
