Fixes nested ask configuration precedence so BOT_ASK_PROVIDER and BOT_ASK_AI_REWRITE reliably override config.yaml.
Also adds regression coverage for valid and invalid environment boolean values.
Validation: go test -race ./..., go vet ./..., git diff --check.
