fix(agent-runtime): dedupe tool calls in subagents - #782

Use one shared request-boundary filter for the parent runtime and Task subagents. This keeps resumed delegate history valid when append-only snapshots repeat a tool-call id, while preserving the existing no-duplicate fast path and diagnostic log.

Fix
The parent runtime now shares its request-boundary tool-call dedupe with
Tasksubagents, including resumed delegate history. Empty assistant snapshots created by removing a duplicate are not sent. Empty-string ids are deduped as well.Validation
