Updates Crocomire Speedway reverse-spark logic/notes to account for a 99-energy variant that uses a buffered crumble jump (per linked videos).
Changes:
- Relax the shinespark-end-control requirement by allowing an alternate path:
canCrumbleJumpwithresourceAtMost99 RegularEnergy. - Add note guidance describing the 99-energy setup from the right door (for both relevant reverse-spark strats).

- Same wording nit here: "buffered crumble jump right" is a bit ambiguous; "buffered crumble jump to the right" matches the terminology used elsewhere in this note.
