Add diagnostic logging controls to Settings

Summary

• Add a saved “Enable detailed logging” option on Windows and release macOS. Warning and error logs remain available when it is off.
• Add “Open Log Folder” and instructions for attaching the newest log to an issue.
• Document that users should review logs for host names and network addresses before sharing.

Verification

• Windows x64 release build passed with Qt 6.10.3 and MSVC 2022.
• SettingsView.qml parsed with Qt’s QML linter; it reported existing warnings about C++ registered modules.
• git diff --check passed.

The menu has not been tested interactively on this headless host.
