Preserve padding-inclusive storage measurements in card scans

Summary

Preserve anonymous paired complete-file size/duration measurements in card-learning summaries and in the receiving service. Each pair retains resolution, FPS and video bitrate. The receiver accepts bounded numeric fields only. A review-only extractor excludes parking and ambiguous generic events and never pairs unrelated summary extrema.

Workflow corrections

• Merging or pushing main no longer publishes an app release. Build and Release is explicitly dispatched from main only.
• Release validation now includes privacy, receiver sanitization and storage-extractor checks before packaging/publishing.
• Calculator-only edits do not rebuild the Mac app. Related visual changes remain together in PR Add embeddable dashcam recording-time calculator #19, which also removes duplicate calculator push/PR checks.
• The receiver is not deployed by merging this PR.

Review and verification

Reviewed correctness, bounded inputs/privacy, optional backward-compatible summary field, and use of the existing measurement aggregation. No new dependencies.

• Swift debug build, --verify, release app bundle and packaged --verify passed.
• 10 receiver tests and 4 extractor tests passed.
• Privacy audit passed.
• Workflow parsed and verified to allow explicit main-branch dispatch only, with validation before publishing.
• Full remote verification passed for 5ebd01e, including the release bundle, packaged app, receiver sanitizer and extractor tests.
• Merged as cf27e39. The merge tree matches the verified PR tree. Latest public release remains f582d89; no release workflow was triggered.

Release state

Version files prepare 0.1.11. No app release, receiver deployment or website deployment is requested by this merge. Public release signing and end-to-end updater verification belong to a subsequent release operation.
