Adds
.github/webware-ci.json, the per-repository values file read at runtime by the org-wide required CI entry point inwebinertia/.github.The values are not hand-written
This file was generated from this repository's own
with:block in.github/workflows/continuous-integration.yml, then verified by running it back through the adapter transformation and comparing input-by-input against the current values. Every repository reproduces its current inputs exactly. This is a move, not a change.Inert until the ruleset exists
Nothing reads this file yet. It becomes live only when the organization ruleset rule Require workflows to pass before merging is imported. That ordering is deliberate: the required workflow must not go active before every repository that needs integration tests, a database, coverage or mutation testing has its values in place, or the required check would run with all-default inputs and report green while skipping all of them.
Why no ref
The file carries values only. The pin on the tooling line lives in exactly one place: the
uses:line insidewebinertia/.github/.github/workflows/org-required-ci.yml. That duplicated ref is what caused the original incident. Not in this PR
.github/workflows/continuous-integration.ymlis untouched and still runs. It is removed per-repository only after the ruleset is active and the new required check is confirmed to do the same work.Pilot: webinertia/webware-acl#53
