Makes getDependencies() public, like the other Webware providers. No behaviour change: __invoke() returns the same array.

Every other Webware config provider exposes getDependencies() so tests and consumers can read a provider dependency block without invoking the whole provider. This one was private.

Now that it is public, Infection mutates it to protected, and only a direct call kills that mutant.
