Updates the wolfCrypt JNI/JCE (wolfJCE) manual to reflect changes up to the 1.12.0 release.

• Ch 2 (Requirements): Native configure options for the new optional algorithms: Ed25519/Ed448, AES Key Wrap, AES-XTS, AES-CFB, SHAKE128/256, DH, and raw RSA (RSA/ECB/NoPadding, including the define the minimal build needs). New subsection on DH in FIPS v7 / FIPS Ready builds (--enable-dh=conditional, calling Dh.enable() before creating the provider, refreshServices()).
• Ch 3 (Building): Maven Wrapper (./mvnw), Maven version bumped to 1.12.0-SNAPSHOT, JDK 15+ multi-release JAR for EdDSA/EdEC key interop.
• Ch 5 (Package Layout): Adds .mvn/, mvnw, spotbugs-exclude.xml, src/java15/.
• Ch 6 (Supported Algorithms): New services: EdDSA/Ed25519/Ed448, AES-CFB/CFB8/CFB1, AES-XTS, AESWrap family, RSA/ECB/NoPadding, SHAKE128/256. PKIX CertPathBuilder now requires wolfSSL 5.9.2+. Notes on AES-GCM IVs under FIPS, AES-XTS, AES Key Wrap, EdDSA, and raw RSA. New example apps.
• Ch 8/9 (Usage, WKS): New wolfjce.wks.maxIterations property, 10,000,000 cap on wolfjce.wks.iterationCount, note on loading older KeyStores, Ed25519/Ed448 storage in WKS.
• Widened Ch 8/9 property table columns so long property names no longer overlap in the PDF.
