Allow option --exp-config to be called multiple times, and merge all configs together

Option --exp-config receives a configuration that is loaded into the experiment arguments. It is desirable to allow the functionality of calling --exp-config multiple times because hierarchically merging configurations together enables more expressivity at the time of design
