backpan-init sometimes omits history (rt79782)

I just tried to get a full history of Net::SSLeay, but some versions
were missed:

The history stops at 1.45, but the backpan has versions up to 1.48, the
current version.

In the end, I had to use cpan-import and manually massage the resulting
git history.
