Block zooming with mouse/wheel in JS Root

On @grzanka's request, I've created this issue to suggest an improvement in plot rendering - block zooming with mouse/wheel in JS Root so that the plots don't get accidentally enlarged when scrolling down.

The fix is simple:

1. Import the settings object from jsroot:

import { settings } from "jsroot";

2. Disable the ZoomWheel option:

settings.ZoomWheel = false; // https://github.com/root-project/jsroot/blob/master/modules/core.mjs#L257

One more thing - be sure that if user zooms in by selecting some area as rectangle, has a friendy way to zoom out.
