Part of WOOA7S-2208

Proposed changes

Take ads back out of PREVIEW_SECTIONS, so a site in the Premium Analytics customer preview sees Traffic, Insights and Subscribers, as #52720 left Subscribers. Gary's call on the soft-launch thread: hold the Ads tab until it shows only on sites that actually use WordAds (WOOA7S-2208, #52766), because today every Premium-and-up WordPress.com site gets it, with empty earnings if ads were never switched on.

Nothing else changes. Sites running the dashboard through the override sticker or the a11n flag keep every tab, including Ads, as before. The section registration and its gates are untouched; #52766 fixes those, and ads goes back into the preview once it lands.

The changelog is folded into the still-unreleased #52720 entries, which now say Subscribers only, so one release does not announce the Ads tab and its removal side by side.

No.

Testing instructions

  • jp test php packages/premium-analytics passes.
  • On a Simple site opted into the preview with a Premium-and-up plan: the tab bar shows Traffic, Insights and Subscribers; ?section=ads falls back to Traffic.
  • On a site with the jetpack-premium-analytics override sticker, the Ads tab is still there.

Both would ship in the same release and contradict each other, so the
Subscribers-and-Ads entries now say Subscribers only.

Code Coverage Summary

This PR did not change code coverage!

That could be good or bad, depending on the situation. Everything covered before, and still is? Great! Nothing was covered before? Not so great. 🤷
