Compile in remote HAL access by default

I just helped a user who did not have enough storage to download the entire 447-way HAL and advised them they had to recompile with the Kent tree.

This may have sent them off on a painful path.

Compiling in access in the binary release would be good. However, creating a build dependency on a browser tree is not fun.

HAL already uses a modified version of UDC. Adding renamed copies of the dependent functions would support remote access without creating a difficult dependency.

Remote access is built into the hal binaries in the cactus release docker image.

But unfortunately it's not in the hal binaries in the cactus binary releases. I'm guessing from this comment it's because I couldn't figure out how to get them into the static build.
