Add scoped Tookie-OSINT lab module

Officializes Tookie-OSINT as a scoped GrokHunter lab module (same layer as nethunter-recon). Coding-lab default is unchanged.

Adds

• Skill skills/tookie-osint/ (install / -sC scan / triage, detect + sanitize scripts)
• Agent agents/tookie.md
• Role roles/tookie.toml
• Persona personas/tookie-card.toml
• Roster + playbook index rows

Guardrails

• Authorized public username lookup only
• Hits are leads, not identity
• Does not vendor https://github.com/Alfredredbird/tookie-osint
• No Magisk/HID claims; no sudo-on-phone install path
• Not N/3 core health (grokhunter, pair-programming, aider-grok)

Not in this PR

• bin/grokhunter tookie CLI launcher (discover-only until a Wave 9 CLI pass)
• VERSION bump (stays 1.0.10 Unreleased)

After merge: grokhunter skills install then grok --agent tookie.
