feat(tookie): Wave 9 official scoped specialist wiring

Why

Make Tookie-OSINT a first-class scoped GrokHunter specialist (same layer as nethunter-recon): documented, credited, completable, and launchable — without promoting it to the coding-lab default.

Skill tookie-osint + agent tookie already landed on main in #5. This follow-up wires the product surfaces.

Changes

• CHANGELOG Unreleased Wave 9 (tookie / tookie-osint). Full history restored after an accidental short write.
• CREDITS.md Other components → Tookie-OSINT (Alfredredbird, MIT). Not affiliated.
• skills/PLAYBOOKS.md cheatsheet: grokhunter tookie
• bash + zsh completions include tookie
• agents/HANDOFF-TEMPLATES.md Tookie card

Still scoped

• Not core (skills-core stays N/3)
• Hits are leads, not identity
• Confirm authorization first; refuse stalking/doxxing/account access
• Do not vendor brib.py

Follow-up (same pattern as Wave 8 net)

bin/grokhunter case arm + scripts/ci-unit.sh greps + Coding Team roster row so grokhunter tookie launches agent tookie. Until that lands:
