docs(w64): finalize operational analytics provider truth

W64 #213 is in final closeout after PR #245 backend runtime/history/SLO and PR #247 operator UI parity.

Purpose

Record the exact v0.8 provider truth for operational analytics:

• consumer total lag is Supported from the governed Kafka consumer read view;
• consumer consume-rate and broker/topic throughput have no admitted inbound metrics provider in v0.8 and therefore remain explicit Unavailable;
• OTLP and Prometheus are exporter/scrape surfaces, not inbound analytics query providers;
• no numeric zero is fabricated from missing evidence;
• historical trends/SLOs are exposed only for metric families with real admitted observations;
• adding JMX/Prometheus-query/APM readers requires a separately reviewed typed provider contract.

This closes the remaining W64 compatibility/documentation gap without silently expanding provider scope.

Capability-state corrective

• unadmitted inbound metrics providers are classified as Unsupported, not Unavailable;
• Unavailable/Unknown apply only to admitted runtime evidence gaps/failures;
• Partial is reserved for real valid-but-incomplete numeric evidence;
• all review threads are resolved;
• source is frozen pending fresh exact-head CI, CODEOWNER approval and Codex review.

Capability-vs-observation truth corrective

• capability-level Unsupported is now explicitly separated from live observation-level Unavailable;
• current runtime behavior via UnavailableMetricsObservationPort is documented without implying provider support;
• consumers are warned not to infer capability support from observation state alone;
• all review threads are resolved;
• source is frozen pending fresh exact-head CI, CODEOWNER approval and Codex review.
