chore(governance): retire the ping-only adversarial-review requirement - #138
Conversation
org-governance-policy.json required .github/workflows/adversarial-review.yml, and the 6-hourly control loop copied templates/governance-baseline's version into every governed repo. That template performs no adversarial review: - it pings @coderabbitai, which is an installed app and reviews on its own (chittymarket has no copy of this workflow and still gets CodeRabbit) - it pings @copilot/@codex/@claude; @copilot never answered on any of 8 chittymcp PRs sampled - requestReviewers never takes effect -- open PRs chittymcp#202/#204 carry no pending requested reviewers - it reports green unconditionally, and posts a new trigger comment on every synchronize, including every Dependabot PR A green check named "Adversarial Review Orchestrator" reads as review coverage that does not exist. Real separated review runs at the session layer. This removes the requirement and the template in one change. They have to move together: the loop's own preflight marks a required file with no template as UNSATISFIABLE_GATE, and removing only the copies would let remediation regrow them within six hours. The per-repo copies are removed in follow-up PRs once this lands, so no repo sits non-compliant in between. chittycommand's own copy goes here because the policy change covering it is in the same commit. Not touched, deliberately: - CHITTYOS/chittyconfig's adversarial-review.yml is a different workflow: a fail-closed producer for gate.yaml's review/adversarial status, guarded by test/adversarial-review-workflow.test.ts. Dropping the org requirement also removes it from template remediation, which can only protect it. - the control loop's own `adversarial-review` job and scripts/org-governance-adversarial-review.sh review governance posture and do not depend on the per-repo file. - chittyconnect merged its variant into pr-security.yml long ago. Verified: no repo requires the `orchestrate` context (branch protection or rulesets) across the 12 governed copies, so removal cannot block a PR. Unsatisfiable-gate count is 3 before and 3 after; all 3 are the pre-existing onepassword-rotation-audit requirement, which is out of scope here. .github/workflows/adversarial-review.ymlwas deleted, and the remainingadversarial-reviewjob runs only for scheduled, repository-dispatch, or remediation events. It cannot emitAdversarial Review Orchestrator / orchestrate. The policy still applies this context to active organization rulesets, so governed pull requests remain blocked waiting for a status that no workflow produces.🤖 Prompt for AI Agents

This workflow performed no adversarial review. It pinged @coderabbitai (an installed app that reviews on its own), pinged bots that never answered, made a reviewer request that never took effect, and reported green regardless. The org policy that required it, and the baseline template the control loop copied from, were retired in chittyos/chittycommand#138, so remediation will not re-create it. Removes
.github/workflows/adversarial-review.ymlfromorg-governance-policy.json(requiredFilesandrequiredWorkflowTriggers), deletes its baseline template, and deletes this repo's own copy. Why
The control loop runs every 6 hours in
remediatemode and copiestemplates/governance-baseline/into all six governed orgs. The template it distributes performs no adversarial review:@copilotnever answersrequestReviewersnever takes effectsynchronize, including every Dependabot PRA check named Adversarial Review Orchestrator that always passes reads as review coverage that doesn't exist.
Why requirement and template move together
The loop's preflight marks any required file without a template as
UNSATISFIABLE_GATE. Deleting only the per-repo copies would let remediation re-create them within six hours. Removing the requirement alone would leave an orphaned template.Sequencing: the 11 other per-repo copies come out in follow-up PRs after this merges, so no repo is ever non-compliant in between.
Explicitly not touched
CHITTYOS/chittyconfig'sadversarial-review.ymlis a different workflow: a fail-closed producer forgate.yaml'sreview/adversarialstatus, guarded by a test that fails if it ever posts success. Dropping the org requirement also takes it out of template remediation, which can only protect it.adversarial-reviewcontrol-loop job andscripts/org-governance-adversarial-review.shreview governance posture and don't depend on the per-repo file.chittyconnectfolded its variant intopr-security.ymllong ago.Verification
orchestratecontext (branch protection or rulesets), so removal can't block a PR.Pre-existing, out of scope, worth a decision
All 3 unsatisfiable gates are the
onepassword-rotation-auditrequirement (the workflow plusscripts/onepassword-rotation-audit.sh), which has no template. 1Password is retired as both lane and authority, so the loop runs in DEGRADED mode on every pass, enforcing a dead lane. That needs its own decision.🤖 Generated with Claude Code
